How can I tell if what user procmail is running as?

Well straight off the bat, it seems you've got a permissions problem
with
procmail - what user is procmail running as ? In older versions of
sendmail
- 8.11 and earlier, procmail is run as root, so there is no reason why
it
shouldn't be able to write to /var/log/procmail.log

Same error here.

Track down why it can't write to these files and you'll probably solve
90%
of your problem.
