Does anyone have any possible suggestions, I've tried debugging, it just decides not 
to tag it.
Perhaps I should downgrade SA or use a beta?
I'm out of ideas for now.

Any email but the manually telnet'd ones are not tagged.

Yes, both emails show up on the same server and both are scanned by Amavis (Notice the 
"X-Virus-Scanned: by First Link Technology, Inc." headers)

Am I missing some configuration data?
