Thanks Matt,

When I add the D parameter or the L parameter I still get the same s=thing.  It just 
sits there doing nothing.  There is no output whatsoever even with the debug mode on.

My guess is an RBL failure, and some kind of bug in the RBL timeout code.. 
(there was a bug somewhere in the 2.5x series, not sure if it affects 
2.53). So you could also try adding -L to the command line to force it to 
only run local tests.. That would quickly narrow down if it's something 
network based, or something config based.

You can also Try adding -D (just make sure -D is the last parameter.. ie: 
-tD not -Dt)... the last few lines of debug output should tell you what SA 
is up to when it wedges..
