Obvious question - do you have any reason to believe that the server that
sent that particular message should be listed in spamcop ? Or are you
saying that you NEVER see it in any reports ?

The test will only show up if it matches on that message...so in the case
of an RBL check, only if the server(s) that sent the message are listed in
the RBL.

Make sure that RBL checks in general are working (I don't see any matches
in that particular message, but that doesn't mean they're not working)
which you can do by running a test messages through the command line
spamassassin in debug (-D) mode.
