SA does the scanning/scoring.  Your mail server does the routing.  I
suspect you need to seek advice from your mail server vendor/mailing
list on how to teach it to forward mail appropriately.

Personally, I use postfix+amavisd-new for this purpose, and postfix'
transport tables to do the routing to the final destination.
