the db version will upgrade automatically when SA goes to write to the
db for the first time. 2.60 understands version 0 dbs, so it can check
correctly against the old dbs.
the suggested upgrade path is something like:
shutdown SA # no more input
sa-learn --rebuild # sync journal
upgrade SA
sa-learn --rebuild # force db upgrade
startup SA
