I do not use CPAN to install (on both RH 8/9). I download the src.rpm, do a rpmbuild --rebuild *.src.rpm in a non-root account. I then copy the resulting rpms (except the debug stuff) to /usr/src/redhat/RPMS/i386 and do a rpm _uvh spam*rpm to install or upgrade.
