Currently as far as I know there is no web interface built into SA (even in
2.60), however I have written some scripts for use with Postgres and SA to
handle user modifications of the details allowed to be modified by the
systems admin.

At the moment however I still have a little bit of work to do on it before I
would consider releasing it generally. If you would like a test copy though
I would be happy to send you one, though please understand as I am about to
head off back to Australia for two weeks I will not be likely to be working
on them. Let me know if you are interested in the current release, and I'll
throw together some doco quickly and send build a tarball of the pages and
the documentation, there are some requirements before you install it though.

Regards,
    Cassandra
