Are any of the network checks (Razor, etc) working? Maybe you're somehow
running in local mode only, due to the way it way built you installed SA?
You might try debug mode:
spamassassin -tD < test_msg.mail
and see what it tells you.
Also make sure and 'lint' your rules:
spamassassin --lint
