Yes.  A white/black-list does not stop SA from running over a message.
They simply add a certain value (positive or negative) to the score like
any other rule, with the exception that the score is typically large
enough to force a mail to be considered ham or spam.

The only way to not have SA check a message is to not call SA under
certain conditions.
