Well, you asked which was better: editing files in
/usr/share/spamassassin, or /etc/mail/spamassassin/local.cf.  The answer
is local.cf, as specified in the comment in the top of each file.
Asking the question after reading the statement doesn't make much sense
since you already have the answer.

As for "doesn't work", that's not very useful.  Have you tried
"spamassassin -D --lint"?  Is it using the /etc/mail/spamassassin area?
Any errors from --lint?
