I can't speak for anyone else on the list but...
We problably have most of, if not all, wannado dialup and DSL ip's in our personal RBL. We do not block their actual email servers, but I do have a personal blacklist for anything coming from them that dumps them into /dev/null.
Being that our ISP is located in Montreal, Quebec we may or may not get more of their spam than else where, as it tends to be in French.
My personal feeling is that they don't see it as spam and are not taking action against users who do it, hence the block stays in place.
