There's a patch for spamass-milter that will do something like that:
dump mails tagged as spam to e.g. local spamd user's mailbox.

Take a look at patch IDs 415 and 411 at
http://savannah.nongnu.org/patch/?group=spamass-milt

I installed the 411 patch and it seems to work nicely... or should I
say I haven't heard any complaints from the users of the mailsystem
about important mails not getting through. Anyways, mails will stay
in the spamd user's mailbox as long as necissary, should SA make
mistakes.

411 will apply cleanly to the current 0.1.3a release. The patch
itself doesn't seem too complicated so you shouldn't worry too much,
I'm guessing they'll add it to the next spamass-milter release.
