Net::DNS probably has other requirements like Test::Simple or Test::Harness or something. The razor-agents-sdk package should show you what needs to be installed.
You're right, it needed Test::More which ended up being in Test::Simple. I emailed the Razor people to let them know in case they wanted to add it to the list of pre-requisites.
