Before I file a bugzilla about this ...

debug: Score set 3 chosen.

That means SA thinks network tests are not in use, but as the trace 
continues after the scoreset is already chosen I find ...

OK, DNS is available, so network tests should be possible.

So what, exactly, constitutes a "network test" for purposes of selecting
the score set?  I assumed it meant DNSBLs, etc.?

(I started looking at this after I got an FP, the largest contributing
score for which was BANG_BOSS at 1.9 ... somehow "Dad's the boss!" doesn't
sound all that spammy to _me_, but BANG_BOSS scores 1.887 only in set 3.)
