This may not be quite on the mark, but is something I've been looking
at, so will pass it along. There's a utility called 'fam', which has
been contributed to the open source community by SGI. Fam monitors files
for changes, and notifies clients when those files have been chaged:

So... it you hooked up a 'fam' client to monitor chages to your global white
list, it could in turn update the SA white lis entries.
