I trust that 8.12.9 is patched to deal with the security
problems found recently in sendmail... anyways:

How about looking at how spamass-milter can be configured?
There's options that allow rejecting mail that gets over
a certain amount of points (using the -r parameter).

There's a patch available via spamass-milter's website that
allows you to deliver spam to a local mailbox on the system
that SA runs on, so mails detected as spam are never delivered
to the users. Search spamass-milter website for patch 411, and
go through spamassassin-talk archives.
