This is one of the largest problems with any package-management system (even one as loose as CPAN). Most of the people out there don't even have to read the README file to figure out how to configure SA, they just type C<perl -MCPAN -e 'install "Mail::SpamAssasssin"> and it does it's magic. Woefully, this magic may not be exactly what you meant. I don't know of a good solution for this problem other than giving SA a wizzy control panel of some sort... perhaps something that's needed anyway for safe user-configuration (e.g. ability to add rules without presenting security problems). Dunno. I just know that few people will ever read upgrade notes. Perhaps they deserve what they get, perhaps not.
