Art, SpamAssassin is for the most part a Unix tool which does not install or run on windows machines without a fair amount of effort, so there's nothing to be removed from your machine. The filtering/tagging of your email is all happening at your ISP who is running the email through SpamAssassin on the server before you pick it up. If you contact them they should be able to set it up so that email sent to your account isn't run through SpamAssassin, or at the very least they can set your account for "all_spam_to" so that mail to it won't get tagged.

Art -- sounds like your ISP has installed it. Please contact their tech support and ask for it to be switched off on your email account.
