spamc will try to figure out the username based on the current uid. So my guess is that 'spamc' sees root or mail or whoever is running your mailserver. Do you have "DROPPRIVS=yes" in the procmailrc? I believe that will cause procmail to switch to the appropriate user when running the trailing rules. "spamc" should then be able to figure out the username.
