This is incorrect. You can only resend messages that you originally sent. If you try to 'resend' a spam you get the error:

"You do not have permission to send on behalf of the specified user"

AFAIK there is no correct way to do this from Outlook. 'Forward as attachment' keeps the from/to and the messaage ID only and strips any other headers. It seems that someone will have to bite the bullet and write a plugin.
