Well, the TZ offset needs to be + or -.  Per RFC 2822, section 3.3:

zone            =       (( "+" / "-" ) 4DIGIT) / obs-zone

(obs-zone is things like "EDT", "EST", etc.)


So ... Bug in date. ;)   (RFC822 also specifies the +/- being required.
