I've been using SA for about 2 weeks now. Great Program, but I think I
may have found a problem. (I'm running sendmail+procmail+SA2.43, NOT
spamc/spamd)

I upped one user's spam level to 25, because they receive ads that go in
to a newspaper.

Here is the problem. If a email gets marked with a level 15 spam
(X-Spam-level: ***************) . It will correcty not put in the
X-Spam-status: YES, and not add ****SPAM**** to the subject, for the
user. However it will get the X-Spam-level, like all the email, with 15
*'s. then when it runs through procmail, procmail will send it to the
junk pile. even SA has marked it correctly. 

for a temporary fix I could comment out the spam15 level, but it should
really be changed to something that checks for Status:Yes and 15 *. Let
me know if this doesn't make any sense.
