Could you explain the last part of allowing spamd reading accounts
user_prefs to modify existing rules. (Is new whitelist_to a new rule?) What
is the other site-wide setting allows user_prefs?

oops, hold on, I think I was advising the wrong thing altogether.
I previously said:

This is only required to define your own rules.  This bit is the security
hole.

If you only want to use user_prefs for changing scores on existing rules,
etc., that should already be possible as it stands.
