I am having a similar problem with RBLs.  I am unclear on how SA chooses
which or any RBLs to check against.  For some emails, SA does some RBL
checks; for other emails it might not do any.  If I run spamassassin -D and
check the debug output, SA only shows RBL checks for which it gets a hit.
It doesn't show "clean" rbl checks.  So how do I know if SA did the rbl
check or not?

Even if I insert a new global check under local.cf, it doesn't seem to use
it.
header RCVD_IN_NJABL            eval:check_rbl('relay', 'dnsbl.njabl.org')
describe RCVD_IN_NJABL          Received via a relay in dnsbl.njabl.org
score RCVD_IN_NJABL             1.0

I searched the archives and didn't see any references to RBL checks not
being performed or logged.  Anyone have any input on what's happening?
