1) yes, blacklisted email should still be delivered to your mailbox, but with a spam tag.

2) How are you blacklisting the email?

note: using the --add-to-blacklist command option line will NOT work unless you use the AWL (ie: you run spamd -a). Also note that --add-to-blacklist will blacklist ALL addresses in the email (including both from and to), so be careful what you ask for.

Editing your local.cf or user_prefs to create a static blacklist_from entry is the recommended way to blacklist addresses.
