...Ouch. I just thought about this; if defang_mime is off, then in
order to properly format the SA-Report, SpamAssassin would have to
take into account the Content-Type of the message as well as the
Content-Transfer-Encoding. It might have to write the report in HTML,
and maybe in quoted-printable or UTF-16 or something!! Or it could add
a MIME attachment of type text/plain at the beginning of the document.
I guess the latter option might be feasible, although "spamassassin
-r" would have to know how to strip it out.

In my case, the above is not a problem because I have "report_header
1" so that the SA-Report is in the headers of the message rather than
the body. I don't need to read the report usually; when looking at my
spam folder, I delete most of the messages since I know they're spam
just from the subject line, and glance quickly at a couple of the
other ones. I only read the report if I'm wondering why a non-spam
message ended up in the spam folder, which I can do quickly by
pressing "H" (which shows the headers in mutt or pine).
