I added this identical rule myself a week or two ago, but I assigned it a
weight of 4. It has done a pretty good job of sending spams that would
have been FN over the top. 

I asked this back then and either no one answered or I missed it in
the digest:

Do our custom rules get assigned scores in the Bayesian weight setting
stuff? I'm not running 2.50 yet, but I was wondering for when I
do. I'm collecting positive and negative mailboxes to use as training
sets.
