this what I put into my spec-file to make it work:

INSTALLARCHLIB=%{perl_archlib} INSTALLSITEARCH=%{perl_sitearch} \
PREFIX=$RPM_BUILD_ROOT%{_prefix} INST_PREFIX=%{_prefix}         \
%{__perl} Makefile.PL
