wrong, I'm afraid!

anything in any file in /etc/mail/spamassassin will *not* be overwritten,
and will take priority over the /usr/share/spamassassin stuff.
so just copy those lines into /etc/mail/spamassassin/local.cf, edit,
and you're done.
