Hey there, just an update -- after digging around for a bit my original message was wrong, it was Razor! Turns out that Razor2 (2.20 specifically it turns out) added in a section that deleted the PATH settings, which is why DCC and pyzor failed. Anyway, it was reported and fixed in bug 1126.
