No, that's not a requirement. My first guess is that you didn't remove the rule files between installs, so you now have some 2.42 rule files while trying to run 2.20, and it of course doesn't have the 2.42 code to back the rules up. I would remove the rule files, then either copy the 2.20 rules back or just reinstall 2.20. Alternately, you can delete all of the files that aren't in the 2.20 install.
