It prints an error out (see the failed_line: label in
lib/Mail/SpamAssassin/Conf.pm), and increments a counter which is used
by Mail::SpamAssassin::lint_rules() (which itself isn't called by
anything in SpamAssassin 2.42).

Parsing does not terminate on error.
