Another problem is the spammers that say things like "As seen on
http://www.msnbc.com/"; to make their scams seem legitimate. This wouldn't be
a problem from a SpamAssassin perspective - the score would be under 5 - but
I'm worried that if you do set up an RBL for things like this, some
misguided ISPs will start using it to dump email wholesale... As happens
with every other RBL.

Maybe this would be better as a DCC-type system that tracks the number of
reports for a URL or phone number.
