Scanned as in run through SpamAssassin at all, or as in marked as spam? All
all_spam_to does is subtracts a bunch of points (100?) so that things won't
be marked as spam. It doesn't prevent scanning entirely. The later can be
done easily using procmail or your local equivalent.
