I couldn't get 2.30 running for me on a couple RedHat 6.2 machines using the
Perl 5.00503 install from RPM.  make test would fail on the spamd test. 
spamd wouldn't start at all (some weird missing perl modules).  After
installing those modules using CPAN, spamd was still dropping certain
messages.  I installed Perl 5.6 in /usr/local and then built SpamAssassin
using that Perl and now it works fine.  I did not have this problem on
RedHat 7.x machines which include Perl 5.6.  I didn't try SA 2.31...
