Trying as directed I see no difference at all.

I cp -a 'ed spamassassin spama_pre_cvs_A_d
then cd spamassassin:
cvs update -A -d

Then diff spamassassin spama_pre_cvs_A_d
 (no differences)

Finally for good measure:

du -sb spamassassin spama_pre_cvs_A_d

  4435968 spamassassin
  4435968 spama_pre_cvs_A_d

What was supposed to happen?
info cvs at -A talkes about some nearly unreadable stuff about sticky
tags 

`-A'
     Reset any sticky tags, dates, or `-k' options.  See *Note Sticky
     tags::, for more information on sticky tags/dates.
(Following the sticky tags link doesn't help much.)

`-d'
     Create any directories that exist in the repository if they're
     missing from the working directory.  Normally, `update' acts only
     on directories and files that were already enrolled in your
     working directory.
(I saw nothing new being added)

The final test: Checking the Status header inserted by spamassasin,
after a restart of spamd shows no change still version=2.21:

X-Spam-Status: No, hits=-50.1 required=5.0
        tests=From_root_reader,FROM_NAME_NO_SPACES
        version=2.21
