Sorry, I should have explained.  I send messages going to mailing lists 
(I use majordomo) through SA.  I configure majordomo to bounce messages 
with the "X-Spam-Flag: yes" header to moderators for approval.  So the 
above rule basically said that if the preceding rule (checking for a 
previous X-Spam-Flag header) fails (:0E), and there is no header that is 
"Subject: BOUNCE ...", then run the included spam-related rules.
