Hmm, that doesn't look like something that would trigger the bug that I
mentioned.  (3.23pre has it too -- it's easy to spot, look in pipes.c
for a call to realloc() with an & in the second argument, and delete 
that ampersand.)

The only other thing I can think of offhand is, does the procmail process 
perhaps have its resource limits set smaller than the interactive shell?
