It's not strictly a bug, it's just the way the scoring algorithm computed
new scores this time.

Two of the rule score changes since 2.21:

score: NO_REAL_NAME 0.632 -> -1.068
score: X_NOT_PRESENT 0.500 -> -1.920

A message that short probably wouldn't have scored above 5.0 anyway, but 
those two rules appear not to be very useful.
