Good question! I'm in favor of branching. It lets developers make forward progress on HEAD and you can let the branch stabilize on its own. The other thing I'd like to see is a critical bug list: things that we agree need to be fixed before a particular release. For example, this one is worrying me: http://bugzilla.spamassassin.org/show_bug.cgi?id=429 By the way, I think tagging Cyrillic twice would have caused a lot of complaints after the release, so I think the fix really belonged in SA 2.30.
