So if RAZOR_CHECK is set to 0 spamd will not even go out and check Razor? Or
by setting it to zero even if it matches RAZOR as spam it is given a score
of zero?

It seems in some cases it is taking a long time to check RAZOR and so I
would like to know what the best way is to disable RAZOR completly if
needed. I am guessing I could move razor-check or rename it and it would
probably not get invoked then? Just curious to know in case I need to in the
future.
