I think you have a missunderstanding of the parts of the email system. You said you set-up a gateway, so the mail will never be delivered to the mailboxes on this machine, but rather be forwarded to another mail server. Procmail is used only to deliver the email locally, in a user mailbox on that very server. If all the email is forwarded to another machine, procmail is never used, nor will be SA. To run SA on a mail gateway, you should consider spamassassin-milter, or calling SA with Mim-defang.
