I am using it system wide, but am not keen on having software installing
itself all over the place, so I have it where I want it. While the
search path is in SpamAssassin.pm, I would rather leave it alone.
Fortunately the search path includes ./rules and ../rules, so that
you can create the rules directory where you want, provided that
you cd to a location where the above would find the rules directory
and start it from there, e.g. the directory where the rules directory
lives.
