I don't know about postfix (you seem to be using it), but exim allows
a condition (which is a string expansion, essentially anything you
want to check) to be put on a router or other components.  With that
you can avoid having the MTA invoke SA at all if the user_prefs
doesn't exist (or something like that, you pick).
