You can pipe the spam message through "razor-check -D" and see what
it says.  It could be that the spam you're getting all has unique text
in it which bypasses Razor (since it's unique...)

razor.conf isn't necessary.  I believe you can put in razor whitelist
stuff in there, but...  I just let SA handle that stuff and leave razor
in the default state myself.
