The white list can be used at any level -- per-user or system-wide. It doesn't prevent the message from being scanned, though, it just gives it a score of -100, which is hard to overcome (and get a score >=5) unless you really try. -D -- The light of the righteous shines brightly, but the lamp of the wicked is snuffed out.
