Perhaps I'm missing something obvious here, but I can't seem to make 
SpamAssassin pay any attention to default configuration settings.

I'm using spamassassin from an RPM (spamassassin-2.20-1), and have tried 
adding config options into /etc/mail/spamassassin/local.cf, into 
/etc/spamassassin/user_prefs.cf, even altering 
/usr/lib/perl5/site_perl/5.6.0/spamassassin.prefs - no dice.

All I need to do is be able to set the locales and reporting, globally, to 
some non-default values, but nothing I do seems to have any effect.

Any advice on where the blasted default config is stored would be greatly 
appreciated.
