If you change the global config file, you must restart the parent spamd process. It reads the global config file once, at startup time.
Having said that, you should check out http://bugzilla.spamassassin.org/ I thought there was a ticket in there already about having spamd notice config file changes, but I can't find it now... bug #197 relating to updating the FAQ was done, so there are docs which say you need to restart spamd after making global config file changes...
