You don't have it in user_prefs, but in the global 60_whitelist.cf:
  whitelist_from  *@ebay.com
  whitelist_from  *@*.ebay.com

The message headers you quoted contained 'Content-type: multipart/mixed'.
SA does know a bit about MIME but the support is far from perfect 
(scheduled for a rewrite/redesign, I think) and IIRC is especially
confused when a mail contains mixed encodings, i.e. both base64 and
quoted-printable. Base64/QP alone should be decoded and scanned, though.
